Contract IV: Conveyance (Pipeline)
Summary of Work Performed this week: 09/05/2009
West End Conveyance (Ranch Properties) – S.J. Louis resumed pipeline installation this week at Station 63+00 and advanced the pipeline westward to Station 57+00 by the end of the week. The trench conditions remained very favorable throughout the week with no ground water present. The pipelines were installed as specified. The pipeline was advanced through the bulk of the backwater area this week before crews shut down for a long weekend. The utility crew continued the erosion control operations along the easement and worked on restoring the contours at areas where pipeline had been installed. The utility crew also spent time staging pipe and stockpiling #67 stone using the East Pinnacle Road access. The utility crew also worked on the air release valves at Station 73+48. Grubbs, Hoskyn, Barton, and Wyatt had a field representative onsite to perform density testing on the pipeline on Wednesday and Geologist, Justin Ferguson, made daily trench observations. Harvey Jordan visited the area of construction within the State Park and was satisfied with the operations.
East End Conveyance - S.J. Louis placed approximately 760-feet of 36-inch PVC pipe, beginning at Station 195+30 to Station 187+70. The pipe was placed according to design specifications. The pipeline was placed through County Farm Road and Pinnacle Valley Road intersection and proceeding west up Pinnacle Valley Road. The pipeline is maintaining 10- feet of separation from the existing CAW water main. S.J. Louis placed approximately 70-feet of 36-inch DIP in preparation for the 45º bend and the aerial crossing. S.J. Louis stopped installing the pipeline at approximately Station 186+90, after installing the 45º bend. S.J. Louis will not proceed with the pipeline, on the east bank, until the AT&T fiber optic is relocated. Thursday, September 3, 2009, S.J. Louis relocated equipment and supplies to the west bank and prepared to move westward with the pipeline from Station 181+00 +/- on Tuesday, September 8, 2009. S.J. Louis used a lowboy to transport the track equipment across the Little Maumelle River Bridge, as requested by Pulaski County. S.J. Louis did cleanup and tune-up on County Farm Road, also S.J. Louis continued with installation of the ARV at Station 306+00.

August 31, 2009 - Mike Hoggard (CDM) met with Billy Otts (CAW) and Brian Boroughs (S&J Construction) concerning the CAW water main relocation. Mr. Boroughs detailed his construction method and schedule for work. Mr. Otts will make sure all is well with CAW and contact the Contractor to proceed as planned. Mr. Boroughs will be staging pipe this week and possibly begin laying pipe before the end of the week. The staged 36-inch PVC pipe, Station 267+00 to Station 250+50, and one ARV vault must be relocated before S&J can proceed through this area. S&J Construction received two loads of 8-inch DIP for the waterline relocation on County Farm Road. The Contractor is also mobilizing equipment and supplies to the project location and will begin construction as soon as CAW permits. S&J will be ready to begin work on Tuesday, September 8, 2009.

Klaasmeyer Construction was instructed to attach the fiber optic conduit to the Little Maumelle River Bridge deck for the relocation of the FO cable at the river. They will begin construction as soon as all supplies are received for the project. Larry Wilhite Klaasmeryer Construction), was onsite Friday, September 4, 2009. Max Hardin (S.J. Louis) requested to remove the BMP (silt fence) located at approximately Station 315+00 through Station 306+00, due to a property owner request. Max was advised, that according to the SWPPP for Contract IV, permanent stabilization must be achieved before the removal of any BMPs. At this point, temporary stabilization has not been achieved. The request was denied due to non-compliance with the SWPPP.

Max Hardin, requested actions needed to achieve final stabilization of the easement, from approximately Station 278+00 though Station 335+28. Specified requirement must be met, or changes must be officially requested. All final stabilization submittals must be reviewed and approved. All BMPs must be maintained and inspected, until Final Stabilization is achieved. The temporary and final stabilization requirements for Contract IV are clearly defined in the Conformed Contract Documents and Technical Specifications; Vol. II, Appendix E, SWPPP; Vol. I, Section 02920, Section 02930.

Mike Davis (Pulaski County) requested the Contractor change compaction methods while at Pinnacle Valley Road. The compaction at County Farm Road has been tested and has met design specifications, by current Contractor means and methods. The Contractor was notified of the request by Mr. Davis (Pulaski County). GHBW will be scheduled for compaction testing when the Contractor notifies Mike Hoggard, PR, that the area is ready to test. Rick Roberts and Cory Sutton from Pulaski County Road and Bridge were onsite to observe construction activity within the county road right of way. GHBW has been onsite and testing for design specified compaction limits when requested by the Contractor. S.J. Louis is meeting the design specified limits for compaction by the means and methods currently in use. GHBW was onsite at approximately 9:00 a.m., a compaction test was performed at Station 188+00. The test result, at 1-foot below grade, was percent compaction=95.4 % and percent moisture=5.0%. This test was within design limits and past inspection.
